Not necessarily. This is a separate bug, that can easily be fixed: (I don't
recall bug #) : on exec asterisk will try to run setuid, and optionally
set_priority, even though it has already set those in the oiginal
process.

Fix: remember the fact that you're on a restart and don't setuid and
don't set_prio.
