hotplug and zaptel modules loading

Some more thoughts after seeing the current svn:

1. There are both zaptel.modules and zaptel-modules.modules . Only one
of the two is required. I figure that the one from zaptel should stay as
there may be multiple zaptel-modules packages installed.

2. zaptel.modprobe.d: Is there even any need to load ztdynamic directly?
Is it a module that will provide channels that need configuration by
ztcfg?

3. The zaphfc workaround of running ztcfg only once: ztcfg is run at
module load time anyway, so I don't understand exactly what happens
here.
