Bug#297493: gnomemeeting: too much bandwidth used since 1.2.x

Hi there,

today I saw that the new version of Gnomemeeting uses much more bandwidth than
the older 1.0.2 did. I tried gsm-06.10 and iLBC-15k2.

Host with Gnomemeeting 1.2.1 calls Gnomemeeting 1.0.2 or OpenMCU or Asterisk
- GSM-06.10 with Fast-Start enabled:
  outgoing: 4.3kb/s and about 50 packets/s
  incoming: 4.3kb/s and about 50 packets/s

- GSM-06.10 with Fast-Start disabled:
  outgoing: 4.3kb/s and about 50 packets/s
  incoming: 2.0kb/s and about 7.5 packets/s

Host with Gnomemeeting 1.0.2 calls Gnomemeeting 1.0.2 or OpenMCU or Asterisk
- GSM-06.10 with Fast-Start enabled and disabled:
  outgoing: 2.0kb/s and about 7.5 packets/s
  incoming: 2.0kb/s and about 7.5 packets/s

The bandwidth the new version needs is more than doubled.
