You might want to read the NEWS.Debian or README.Debian. The H.323 in
chan_h323 was for long time reported as unusable or majorly broken. It
therefore was replaced by asterisk-oh323. Unfortunatelly this is still
in NEW for now, but we still hope it's gonna hit the archive sooner or
later.

I'll leave this bug open as a reminder to include back chan_h323 if its
upstream will catch up with recent openh323 libs and produce a reliable
code in the asterisk stable (rather than recommending CVS HEAD for
chan_h323).
