as you don't state any asterisk version i assume that you are talking
about the 1.0.5 or 1.0.6 ones which are right now in Debian SID. Both of
which have no h323 module within the asterisk package anymore. Right now
we're waiting for asterisk-oh323 to hit SID.
There's a number of reasons in NEWS.Debian and README.Debian of the
asterisk package.
