spandsp 0.0.2pre21c packaged, converted and splitted

Hello there, *please add me to the yours CC: field* since I'm not yet
subscribed to the list.

I've just packaged the latest stable version of the spandsp software,
which is 0.0.2pre21c (the version available on Debian's repo is
0.0.2pre17). It's the first package that I really do some deep work
so I'm sorry in advance for any bug that's still on it.

I've also converted the package to the CDBS framework, so the
maintaince of it is easier now. Plus, I've splitted the package and
we have now the libspandsp-doc too, which comes with the HTML version
of its API, written by Steve Underwood (by the way, its content is
registered in Debian's doc-base).

I pretend to package the 0.0.3 track too, in the next few days, but
right now I have no clue about how to name this package, and make it
different of 0.0.2. All these stuff I'm doing was requested by the company I
work for, so I have to do it anyway...

PS: I'm finishing the packages for the most recent versions of
libunicall, libsupertone, libmcfr2 and the unicall channel itself
(which is actually asterisk-chan-unicall, to follow the
asterisk-chan-capi naming). Any chance for them to be "hosted" by the
pkg-voip team? What I must do for it to happen?

PPS: Any (same) chance for this new spandsp package too?
