asterisk main header file not shipped by default

Hello one more time! I'd really like to know why the main header
file of Asterisk, asterisk.h, is not shipped together with the -dev
package? It difficults the packaging of external channels like
unicall and some others nice non-upstream codes...

I've changed the way the asterisk-dev package is built to include as
in /usr/include/asterisk.h, and let the standard headers inside
/usr/include/asterisk/*.h like it always have been... but I don't
know if you guys agree, so it's still locally.

Any ideas or possibility of change?
