Bug#326198: fixed in 1:1.0.9.dfsg-3 and later?

But the changelog entry of 1:1.0.9.dfsg-3 reads:
|   * Cleanup postinit error: adduser asterisk audio; adduser asterisk
|     dialout
and the corresponding code is still present in 1:1.0.9.dfsg-5.

So isn't this bug basically fixed?
