The Ubuntu packages are taken from debian, so the questions are still
relevant.

The packages are as follows:

hoary (comm): 1:1.0.6-2:
breezy (comm): 1:1.0.9.dfsg-1:

stable (comm): 1:1.0.7.dfsg.1-2:
testing (comm): 1:1.0.7.dfsg.1-2:
unstable (comm):1:1.0.9.dfsg-5:
Of all those packages, only the ubuntu hoary doesn't support speex.
So either upgrade to breezy, or use the debian stable/ testing or unstable
distributions.
