Not having RUNASTERISK=yes set by default is simply a safer default.
However is there any post install script that assumes that Asterisk is
running? Asterisk could be misconfigured so this should be a bug.

So you like the safe default or not? And why can't asterisk work out of
the box? It actually can. Quite easily.
