Well the general rule of thumb I work on is that cvs snapshots
should go into experimental, and actual releases should go into
unstable, testing, ...

However of course it is only a rule of thumb and it seems there is
some demand for portaudio 19, and upstream doesn't seem to be that 
regular with releases.  So if there is benefit then there is merit in
releasing the 19 cvs snapshot to unstable.
