There don't seem to be a lot of bugs open against spandsp,
http://bugs.debian.org/spandsp. If you are using the package daily and are
having issues, please file some bug reports and we can be aware and work on a
plan to get them fixed.
As for the packaging getting more complex, can you elaborate//
Is that the use of dpatch, or svn-buildpackage/

Just to back Kilian up,
You are free to commit changes via svn as well as anyone else, and as a DD you
can actually upload versions of spandsp as often as you like as a member of
pkg-voip.
How can we help you meet your aims of making a stable spandsp package/
