Bug#381786: Options for safe_asterisk should be in /etc/default

When starting to use safe_asterisk I noticed that the first lines in
/usr/sbin/safe_asterisk are somewhat configuration. Good idea for a
quick hack, a bit annoying for what is actually a program since changes
are overwritten with an update.

Please consider to allow definition of at least CONSOLE and NOTIFY in
/etc/default/asterisk and source that file in /usr/sbin/safe_asterisk.
Personally I'd rename them to ASTSAFE_CONSOLE and ASTSAFE_NOTIFY for
clarity.

This was found in Debian stable (1.0.7.dfsg.1-2sarge3) but is still the
same in testing (1:1.2.7.1.dfsg-3) if I read the sources correctly.
