That's for SIPS, yes, and for certificates and the like (in the OSP
case).

OpenSER's upstream know about the issue, they are considering
switching to GNU TLS, but this is non-trivial.

TLS support is currently disabled in the Debian OpenSER packages,
though a simple rebuild with the -tls orig sources will get you a
TLS-enabled OpenSER (upstream provides 2 different source packages for
TLS and non-TLS builds).
