zaptel: unfreeze request

Notes regarding releases since then:

* bristuff 0.3.0-PRE1w . I heard anecdotial reports of it working better
  with qozap. Is this related to the Zaptel part?

* Upstream has already tagged (but not yet released) 1.2.12
It should resolve building with kernel 2.6.19 WFIW.

* We have a number of small fixes to our driver which are well-tested.
  They have not made it into 1.2.12, but I can get them as a patch.
