the debian/backports is just and exclusively used by
pkg-voip.buildserver.net AFAIK. I might be that the backports.org team
also happens to be using these hooks after reviewing what they do, but
from our side they're not intended for that purpose. Thus, whatever is
in there can be entirely left out of consideration for Debian SID
uploads as no code will be executed by the regular build procedure.
