It's a continued source of problems as the code breaks the asterisk API
and is therefore not just a drop-in-replacement, but causes all
subsequent packs to break. I'm also very pro-BRI as I use zaphfc myself
and I know a lot of users do, but we chose to cease this kind of problem
by splitting the binary targets into a bristuffed and non-bristuffed one
each. This is still ongoing as you can see in the asterisk package.
Especially YATE 0.9 is said to have dropped the zaphfc support entirely
and that causes us to ship the bristuff externally to regular
zaptel-source.

If we really go for splitting out the bristuff into new binary packages
rather than shipping both versions in the same package and then choose
at runtime, yes. Should be not a big problem having a dummy package to
pull all the bristuffed/non-bristuffed versions.
If you have the abilities and time to help with this, you're welcome to
join the discussion on how to achieve this double-target packaging in a
clean way.
