Generally major updates don't get into Debian Stable without a very good
reason. i.e: the version of Stable is broken, or that the fix is a great
improvement and is totally guaranteed not to break anything. 
The rationale here is that stable should be stable and not break. It is
not uncommon for a Stable system to update automatically in a cron job.

The upgrade from Asterisk 1.0 to Asterisk 1.2 does not fit here: it is a 
major change An upgrade to 1.0.10 is something that may be considered.

So if you want Asterisk 1.2 on Sarge, you should use some backports
packages. http://backports.org seems to have it. I'm also working on
some packages of my own:

deb     http://rapid.dotsrc.org/ unstable/
deb     http://rapid.dotsrc.org/ unstable/
deb-src http://rapid.dotsrc.org/ experimental/
deb-src http://rapid.dotsrc.org/ experimental/

Despite the names, those are all for Sarge.
