Twinkle 0.8 encorporates iLBC code

Hi Mark,

Thanks for pointing this out. As more GPL projects distribute
the iLBC code I assumed the license was compatible with GPL.
When you look at www.ilbcfreeware.org, they themselves state
Kphone as implementing iLBC and Kphone is GPL.

I will have a closer look at the license and maybe contact
the people at ilbcfreeware (although that website doesn't seem
to be maintained anymore).

For the binary packages you can easily build a non-ilbc version
of twinkle:

  ./configure --without-ilbc

For the source, you'd have to strip away the ilbc directory.
