pending uploads: zaptel, spandsp

Could anybody look at some pending uploads?

* spandsp 0.26pre: 
This is basically a minor upgrade to 0.25pre. The g726 change is
probably not relevant to us.  Also some small fixes there.

* zapel
Fixes building the package in Sarge.
Also Some updates to our patch (to be merged on next zaptel release. 
Already merged into the upstream trunk)
