Bug#372844: speex: Missing dependency on libogg0

/usr/bin/speex{enc,dec} links against libogg.so.0 (and Build-Depends on
libogg-dev), however neither libspeex nor speex depends on libogg0. Thus
execution fails after an apt-get install speex:

piman at toybox:~$ speexenc ; speexdec
speexenc: error while loading shared libraries: libogg.so.0: cannot open shared object file: No such file or directory
speexdec: error while loading shared libraries: libogg.so.0: cannot open shared object file: No such file or directory

libogg0 should be added to Depends, or better, ${shlibs:Depends} should be used.
