commoncpp2 has been available for a little while:

http://packages.debian.org/libcommoncpp2-dev

I uploaded ccrtp four days ago, but as it had a soname change it needs to be 
approved via the NEW processing.  You can check it's progress at: 
http://ftp-master.debian.org/new.html

I'm in the process of storing the debian control files within the pkg-voip 
archive at http://svn.debian.org/wsvn/pkg-voip, but you will still need to 
build the package with the control files.  Have a look at the README in svn.

Generally it isn't a good idea as upstream and the Debian releases move at 
different speeds, so we keep them separate.
