/sbin vs /usr/sbin

Hi

I've been wanting to add another program to zaptel that really belongs
in /usr/sbin . Burrently it installs "everything" into /sbin.

Let's look at what zaptel currently puts at /sbin:

  ztcfg

    Needed to configure the kernel modules via ioctls. Required for 
    the drivers to function. Path is hardwired in quite a few places.

  ztpty

    Added in recent bristuff. I'm not really familiar with it.

  ztmonitor
  ztspeed
  zttest
  zttool

    Testing and setup utilities. Run by the user.
  
  fxotune

    Has two modes of operation: setup mode, to write /etc/fxotune.conf
    and load mode, to load setup from /etc/fxotune.conf to the driver.

Thus ztcfg, fxotune and maybe ztpty belong in /sbin . Others don't.

Any idea regarding ztpty?

Would you like a patch to change their location? I'd rather push that
change through Debian than through upstream as upstream is now in
"freeze mode". Debian will be in "freeze mode" later on.
