If you would like them packaged in Debian then please just file an RFP via the
Debian bug tracking system. http://www.debian.org/devel/wnpp/
Unsure about what upstream do, but other language packs just leave them on the
web somewhere and let the community know.

While the homepage states the intention is to release under the GPL, you might
wish to include a copy of the licence text in the tarball.

Just ensure you keep up a consistent version numbering system (like you are
currently using) and then we can automatically scan and upgrade packages when
you upload them.
