Of the following libraries used in OpenSER it's only 
libmysqlclient15-dev which is licensed under GPL:

  * libexpat1-dev
  * libxml2-dev
  * libpq-dev
  * libradius-ng-dev
  * libmysqlclient15-dev

The license of libmysqlclient15-dev contains MySQL FLOSS License 
Exception and the OpenSSL license (with original SSLeay license) "2003" 
("1998") is listed in the FLOSS License List of the license exception.

Is this FLOSS Exception applicable for the TLS version of OpenSER?
