Isn't it a typo of some sort somewhere along the way? Why not simply
"asterisk"? Why the extra "_"?

Because /usr/lib/cgi-bin is a ScriptAlias for Apache and not a simple
Alias.

How are hings supposed to work generally with cgi-httpd-s by policy?
