Asterix PBX - Some Questions

Hello
I have an Internet Cafe in which I have a Quintum DX2048 VoiP Gateway connected on a DSL/Broadband Internet Access and an Advanced VoiP Billing System on a Windows 2003 Server on my local network. The Quintum has a local PRI interface.
I want to introduce PC to PC and PC to PSTN/Mobile call capability using Asterix PBX, please can you advise me how I would go about it, i.e. I want to know if the Asterix PBX would route PSTN/Mobile calls directly to the billing systems and support Radius authentication for pre-paid PINs and IVR responses, or would I be better off terminating the PSTN/Mobile calls to my Quintum Gateway to do the authentication, etc.
Secondly, do I need a dedicated Linux Server on which the PBX would reside, i.e. this would take care of all the registration activities.
Lastly, who would you recommend I approach to customise the Softphone with my personal skin.
