Any plans to update Asterisk on Ubuntu

the problem is, that Ubuntu is past Upstream Version Freeze, Feature
Freeze, etc already. The only changes we can make now are really
conservative ones.

outlines the process for Upstream Version Freeze exceptions and I'd be
happy to improve the situation that way.
