Bug#360233: asterisk-config: cannot install - directories not created

Justification: renders package unusable

Asterisk-config cannot be installed right now. The errors are the
following:


Setting up asterisk-config (1.2.4.dfsg-7) ...
adduser: Warning: The home dir you specified already exists.
Adding system user `asterisk' with uid 107...
Adding new group `asterisk' (112). 
Adding new user `asterisk' (107) with group `asterisk'.
The home directory `/var/lib/asterisk' already exists.  Not copying from
`/etc/skel'
adduser: Warning: that home directory does not belong to the user you
are currently creating
Adding user `asterisk' to group `audio'...
Done.
Adding user `asterisk' to group `dialout'...
Done.
chown: cannot access `/var/log/asterisk': No such file or directory
chown: cannot access `/var/run/asterisk': No such file or directory
chown: cannot access `/var/spool/asterisk': No such file or directory
dpkg: error processing asterisk-config (--configure):
 subprocess post-installation script returned error exit status 1


Creating these directories manually before installing fixes the
problem. Upgrades probably wouldn't be affected because of this.
