op-panel on pkg-voip

Hello.

I'm preparing the Debian package for the Flash Operator Panel [0] (also
see ITP on [1]), and is ready to go once the ming package enters
unstable (It's on the NEW queue [2]).

We have tough with santiago that the op-panel package could be on the
pkg-voip repository, and I'd like to ask you to let me put it there. I
also would like to ask for an account to maintain this package and
better co-maintain the destar package [3] (for which I'm also an
upstream developer).
