Bug#396499: Asterisk doesn't have the chan_vpb driver built

The chan_vpb driver which provides support for VoiceTronix cards is not
built.
It just needs "chan_vpb.so" to be added to line 17 in the
channels/Makefile to build id.

Also if I enable safe-asterisk in /etc/defaults/asterisk, it complains
about not being able to connect to TTY9.  This can be fixed by
commenting out TTY=9 in /sbin/safe_asterisk.
