What "devices"? Defining the various devices is the big deal. Playing a
bit with the voicemail macro is the little detail. What will you do with
it on upgrade?
Anyway, start exploring users.conf of Asterisk 1.4. Noneed to get much
farther.

There are plenty of ways to get fancy. I'd reserve '*' to special
operations.
