Branch 1.4 and 1.4 beta tag are there. For Asterisk as well as for
zaptel, libpri an the rest of the gang.

Asterisk 1.4 will need zaptel 1.4 , though the changes there are not
that big. The placement of zaptel.h has changed and some defines were
added.
