This sounds like the registration to the SIP servers fails (because
networking isn't quite working at that point) and never attempted again.

What's the value of registertimeout and registerattempts (if existent)
on your sip.conf?

Can you paste us a "sip show registry" from the Asterisk console at the
point that the incoming calls fail?

If it is registered but the call is not coming through, could you "set
verbose 10" and try calling in and paste us the output?
