Okay, so we just ignore this case, especially since you are right about
the device claiming.

I think that would be best left to a common package -- probably one
question per card type (low priority), plus one for the default for new
cards (medium? high?) that are added without a reconfigure. By default,
we only ask for the cards we actually find, but allow preseeding for all
of them.
Right now, we need three choices (i4l, mISDN, zaptel), ideally I'd leave
this pluggable so the -common package doesn't need that much knowledge
about any of the alternatives.
