Thanks for clarifying.
Is this concept unique to the VOIP packages, or some emerging standard
that I just haven't noticed anywhere else so far?

Already there. As a local CDBS snippet!
Any other CDBS fans out there - have a look at it, and please tell me if
you find some needs that isn't yet covered - it works for quite a big
spectrum of upstreams already. It even does automated non-DFSG stripping
and repackaging.
