Bug#439814: zaptel-source: oslec_echo_can_identify undefined symbol

oslec_echo_can_identify is a function I have added to complete the newer
interface in zaptel 1.4.2 (it just returns the name) . Sadly I forgot to 
add:

  EXPORT_SYMBOL(oslec_echo_can_identify);
