libiax0 version 0.2.2 to 0.2.3

The subversion repository holds the 0.2.3 version, and it was packaged
since Mandrake 10.x as RPM, and a whole bunch of other distros.

Have a look for 'libiax' on http://rpm.pbone.net

It seemed to me that it was the de-facto standard for this library.
