unfreeze request - speex (1.1.12-3)

This change cleans up the shlibs for speex and has been sitting in
unstable for 39 days with no adverse reports.

Replaces debian/rules:
        dh_makeshlibs -a
with:
        dh_makeshlibs -a -V "libspeex1 (>= 1.1.8)"
