asterisk.ctl ownership

Another change from my latest commit: I changed the default
asterisk.conf to the sample one, with minor changes. One important
change is that it now sets the ownership of
/var/run/asterisk/asterisk.ctl to asterisk.asterisk rather than writable
to root alone. This means that any local user in the group asterisk can 
send commands to the asterisk daemon. 

While it is a configuration file, and thus I don't expect to be able to
force its value on the local administrator, I believe it is a saner
default.
