Bug#408708: Installation of asterisk-config before/without asterisk package will not create the asterisk user

But as the package asterisk includes the init.d script, the service
won't start without it anyway.

Is it possible to make /etc/init.d/asterisk a non config file? I don't
see any need for manual editing of it.
