Bug#434052: twinkle: ignores LC_MESSAGES

I have LANG=de_DE.UTF-8, but LC_MESSAGES=en_US.UTF-8. A twinkle
started up chooses German as dialog language. I do not like that at
all since the German translation of twinkle is bad. English preferred.
