That file is a kernel moule, and thus specific to the kernel version you
currently have running.

A package with the modules for your specific version (or for any kernel
version) can be built using m-a (modules-assistant) in an automated
manner. There is also a pending bug to build zaptel-modules as part of 
the "modules-conglomerate", but unfortunetly we have not managed to fix
some build problems in time for Etch, and thus it will only be added
there after the release of Etch.

Until then, you can try the repository I maintain: 

  deb http://updates.xorcom.com/rapid etch main
