Bug#426681: Should use libgsm instead of embedding a copy

Upstream has commented-out the support for system's GSM library (libgsm)
because the default library isn't compiled with WAV49.

Debian's version is however and that's why some time ago, libgsm1-dev
was added to the build-dependencies of the source package.

The patch below uncomments upstreams' code so that libgsm is used
again. I run autoconf and I'm supplying a patch for configure, besides
configure.ac to spare the extra build-dependency.

Severity important since this will result in quite a few bugfixes that
Debian's version includes and will help with any future security
vulnerabilities, if that happens.
