Bug#447133: Reregistering doesn't seem to work

I'm on a "on demand" internet connection. That is after a while of not
using it any more it goes away and I have to re-register at the ISP.

This happens especially when I put my PC into suspend mode - after
reawakening it, I have to reregister.

At this point Twinkle is showing me, that my SIP providers are not
registered. Reregistering via Twinkle doesn't help, I need to restart
Twinkle, at which point everything is fine.
