asterisk iLBC codec support

Hi folks,

I see that the iLBC codec support in upstream asterisk was removed in 
the DFSG asterisk package.

Is it available in a non-free package?

If not, what's the best way for me to approach provision of such?  
Should I include the sources back into the DFSG source package, but 
spin the generated binaries into their own binary package in section 
non-free?

Hmmm, mind you, that would force asterisk into contrib, yes?
