asterisk iLBC codec support

I would suggest that you build your own asterisk packages, with iLBC support 
if you think that is good for your needs.

No we are not allowed to distribute the sources, let alone the binaries. 
That's why we strip them out.

iLBC is problematic, and thus we don't distribute from Debian, even non-free.

We have worked with other free software projects, such as twinkle, where they 
have removed the ilbc code from their source base, but provide an buildtime 
option to make twinkle with ilbc support, if the ilbc library is installed on 
your system.

You might want to have a look at a model like that for your needs.
