Justification: breaks the whole system
In channels/chan_local.c: Occasionally (but reproducable under stress
test) system becomes unusable when asterisk tries e.g. a billion times to get a lock on the channel.
Suggested work-around:
Try to detect live-lock prone state (e.g. softhangup pending), also limit the number of locking attempts.
