Do you use that card with zaptel drivers?

If so: the bug here is that your driver does not provide timing to Asterisk
even though it should.

Workaround: modprobe ztdummy?

There's a silly pending patch for Zaptel to make ztdummy provide timing
in a more intelligent manner. But the real fix, IMHO is to make zaphfc
provide timing even if the relevant span is down.
