Bug#492202: asterisk: Package should build-depend on debhelper >= 6.0.7 due to use of dh_lintian

This package uses dh_lintian in debian/rules on two occasions.
dh_lintian was added to debhelper in version 6.0.7. The package should
therefore build-depend on debhelper >= 6.0.7 instead of >= 5, as it
currently does. This bug currently causes a FTBFS when backporting
Asterisk to
Etch.
